MODEL PROJECT CITIZEN UNTUK MENINGKATKAN KECAKAPAN KEWARGANEGARAAN PADA KONSEP KEMERDEKAAN MENGEMUKAKAN PENDAPAT

ABSTRAK
Project Citizen, developed by the Center for Civic Education (CCE), in the last 15 years has been adapted in approximately 50 countries around the world, including Indonesia. As a generic model of `chosen topics of public policy" (public policy), which is applicable in any country. The mission of this model is to educate students to be able to analyze various dimensions of public policy, then the capacity as a "young citizens" or citizens Young tried to give input on public policy in their environment. This research project aims to examine how citizens can improve the skills of citizenship on the concept of freedom of expression. . Seen that the general picture of the average score of the average post-test ¬ citizenship skills in classroom experiment and control appeared to have a difference of 7.44, thus there are significant differences between students' citizenship skills that use the model citizen with a project without treatment. Then, through this research is expected to produce citizens who are qualified and intelligent, creative, participative, prospective, and has a sense of responsibility. Through the project a model citizen can serve as a vehicle to educate the learners to be able to analyze various dimensions of public policy, then the capacity as a "young citizens" or young citizens trying to give input on public policy in their environment based on the step ¬ step project model citizen these, and be able to enhance students' creativity and liveliness in the prows of teaching and learning in the classroom.
