- Civic education content should reflect community realities and a balance among conflicting political view points;
- Civic education should include historical as well as contemporary topics;
- The school and the classroom should serve as laboratories in which students can practice democratic participation;
- Community members should be involved in the civic education classroom
- Students should have opportunities to participate in civic experiences in the community.
